PROPOSED DEVELOPMENT OF TWO BORROW PITS IN THE GOUDA AREA

Description:

Environmental Management Programme compilation for two proposed borrow pits in the Gouda area.  The borrow pits are proposed to source material for the approved upgrading and rehabilitation of Section 3 of Trunk Road 23 between Gouda and the Klein Berg River. The two pits are located on Remainder of Farm 397, La Bonne Esperance and Farm 235, Tevrede.

PROPOSED REHABILITATION OF TR33/3 BETWEEN
OUDTSHOORN AND DE RUST IN THE OUDTSHOORN AREA

Description:

Basic Assessment process for the proposed rehabilitation of Trunk Road 33 (also known as National Route 12) Section 3 between Oudtshoorn (km 1.9) and De Rust (km 35.4).  The road rehabilitation would entail the widening of TR33.3 from km 1.9 to km. 23.0 at Dysseldorp, including the widening of Bridge B2683 over the Cango River at km 21.03 and the repair and reseal of two existing road sections between Dysseldorp and De Rust from km 23.0 to km 34.1 and from km 35.0 to km 35.4.construction of new community access roads at Thombo along the R61 (km 66 to km 68) between Mthatha and Port St Johns.  The main objective of the project is to improve safety by consolidating current unsafe access points onto the R61.

Status:

On 10 May 2012 DEA&DP issued an Environmental Authorisation (EA) for the project in terms of NEMA.  The EA gives the Department of Transport and Public Works authorisation to undertake the listed activities as applied for.
The EA outlines, amongst others, the decision, activities authorised, conditions of authorisation and "Reasons for the Decision" (see Annexure 1 of EA).  The EA is available for download below.
Your attention is drawn to your right to lodge a formal appeal with the Minister.  Any person who wishes to appeal against the EA must lodge a "Notice of Intention to Appeal" with the Minister within twenty (20) calender days of the date of the EA and must submit the appeal within thirty (30) days after the lapsing of the 20 days provided for the lodging of the "Notice of Intention to Appeal".

PROPOSED REHABILITATION OF MAIN ROAD 348 (KM 3.02 TO KM 4.6), GREAT BRAK

Description:

Basic Assessment process for the proposed rehabilitation of a portion of MR 348 (km 3.02 - km 11.00) in Great Brak.  The only portion of work that would trigger an application for environmental authorisation is located between km 3.02 and km 4.6.  The proposed works include the construction of retaining walls, stormwater outlets, a side drain, relocation of a water main and the permanent surfacing of sidewalks and a parking area.

PROPOSED STRENGTHENING (PARTIAL RECONSTRUCTION) OF THE R27
SECTIONS 7 & 8 BETWEEN THE WESTERN/NORTHERN CAPE BORDER AND CALVINIA

Description:

Basic Assessment process for the proposed strengthening and partial reconstruction of Sections 7 and 8 of the R27 between the Western/Northern Cape border (km 40.0) and Calvinia (km 70.0).  This would entail road works, rehabilitation of culverts, widening of four bridges and the development of three borrow pits to provide material for the proposed project.  The upgrade is necessary to improve the safety levels and road condition of this section of the R27.

Status:

DEA issued an Environmental Authorisation (EA) for the project on 08 February 2012.  The EA grants SANRAL authorisation to undertake the activities as applied for.
Your attention is drawn to your right to lodge a formal appeal with the Minister (see Appeals Procedure included with the EA available for download below).  Any person who wishes to appeal against the EA must lodge a "Notice of Intention to Appeal" with the Minister within 20 days of the date of issue of the EA.  However, as the EA notification was only received from DEA on 21 February 2012, the appeal notice period effectiviely commenced on 21 February 2012 and thus any Notice of Intention to Appeal must be submitted by 12 March 2012.  The appellant must submit the appeal within 30 days after the lapsing of the 20 days provided for the lodging of the Notice of Intention to Appeal.

PROPOSED WIDENING OF SIX BRIDGES ALONG SECTION 4 OF THE N14
BETWEEN KEIMOES AND UPINGTON

Description:

Basic Assessment for the proposed widening of six bridges along Section 4 of the N14 between Keimoes and Upington.  This upgrade is necessary to increase the capacity and improve the safety levels of this section of the N14.

PROPOSED REALIGNMENT OF DR1053 (STELLENRUST ROAD) AND A NEW
ACCESS POINT ON THE R44 (MR27/BROADWAY BOULEVARD

Description:

Basic Assessment for the proposed realignment of DR1053 (Stellenrust Road) across a portion of Farm 1166 (Mountain Breeze) to a new access point on the R44.  The aim of the proposed project is to improve safety, capacity and operation on the R44 by moving the unsafe DR1053 intersection with the R44 to a new position next to the Mountain Breeze Farmstall.  The new intersection would be signalised and dedicated turning lanes would be added.

PROPOSED UPGRADING OF THE BREDELL AND KLEIN HELDERBERG ROAD INTERSECTION ON THE R44 (MR27/BROADWAY BOULEVARD)

Description:

Basic Assessment for the proposed upgrading of the Bredell and Klein Helderberg Road Intersection on the R44 between Stellenbosch and Somerset West.  The aim of the proposed upgrading is to improve safety, capacity and operation of the intersection.  The preferred option is to consolidate and signalise the intersection .  This would require slight realignment of 110 m of Bredell Road to line up with the centre line of the Klein Helderberg Road.

PROPOSED REPAIR OF CAUSEWAY 11721 ON MINOR ROAD 5669
OVER THE DORING RIVER IN THE WORCESTER AREA

Description:

Basic Assessment for the proposed repair of a low-level bridge structure situated on Minor Road 5669 (0.1 km) over the Doring River (also known as the Doorn River) at Lemoenpoort approximately 21 km south of Worcester.  The repair work to the causeway would require the addition of a temporary bypass.  This proposed bypass triggered the need for a Basic Assessment process.

PROPOSED IMPROVEMENT OF NATIONAL ROUTE 7 SECTION 1 BETWEEN MELKBOS INTERSECTION (KM 18.0) AND ATLANTIS INTERSECTION (KM 25.5)

SANRAL is proposing to upgrade Section 1 of the N7 between the Melkbos and Atlantis intersections. This upgrade is necessary to increase the capacity and improve safety levels of this section of the N7. This will be achieved by upgrading the road to a divided freeway standard with a 120 km/h design speed.

·         Upgrading the existing single carriageway to a dual carriageway (to the 
      east) between the two intersections;
·         Upgrading the Melkbos and Atlantis at-grade intersections to grade-
      separated interchanges with ramp terminals; and
·         Closing off and rerouting the existing minor road and property accesses 
      to the N7 onto adjacent and new roads.

CCA Environmental has been appointed to undertake the required Basic Assessment process.

Status:

On 16 August 2011 the Department of Environmental Affairs issued an Environmental Authorisation (EA) for the project in terms of the National Environmental Management Act (No. 107 of 1998).  This gives SANRAL authorisation to improve Section 1 of the N7 between the Melkbos intersection (km 18.0) and the Atlantis intersection (km 25.5), as applied for. No appeals were received against the EA.

PROPOSED NEW ROAD CROSSING OF THE GOURITZ RIVER, 
NEAR HERBERTSDALE

Description:

The Western Cape Provincial Administration (WCPA): Department of Transport and Public Works (DTPW) is investigating the feasibility of re-establishing a permanent road crossing over the Gouritz River, near Herbertsdale. Goba Consulting Engineers (PTY) Ltd has appointed CCA Environmental (Pty) Ltd on behalf of WCPA: DTPW to undertake the required Basic Assessment Process for the proposed project.

PROPOSED BLOUBOS AND GUSTROUW ROADS, GORDON'S BAY

Description:

The Helderberg area has been experiencing extremely rapid development growth in recent years and the City of Cape Town (CCT) is receiving ongoing enquiries regarding applications to develop in the areas defined as the Gordon's Bay and Sir Lowry's Pass Development Areas. In order for any development to take place in these defined areas a number of infrastructure services would have to be upgraded and/or put in place.  The City of Cape Town is therefore proposing to extend Bloubos Road between Faura Marine Drive in the south to the Sir Lowry's Pass Village Road in the north.  
CCA Environmental (Pty) Ltd has been appointed to undertake a Scoping and Environmental Impact Assessment (EIA) process for the Proposed Bloubos and Gustrow Roads in the Gordon's Bay and Sir Lowry's Pass areas of Helderberg, Cape Town.

The Department of Environmental Affairs and Development Planning issued an Environmental Authorisation (EA) for the proposed project on 27 March 2012. The EA authorises the CCT to implement the preferred alternatives, which entails the following road alignments through the three sections:
- Alternative A2 - Along Disa Road between Faure Marine Drive and Broadway Boulevard;
- Alternative B1 - Bloubos Road between Broadway Boulevard and the T2;
- Revised Alternative C2 - Bloubos Road between the T2 and Sir Lowry's Pass Village Road; and
- Gustrow Road - Sir Lowry's Pass River to Bloubos Road (Alternative B1).

Your attention is drawn to your right to lodge a formal appeal with the provincial Minister of Local Government, Environmental Affairs and Development Planning. PROPOSED UPGRADING OF THE M5 BETWEEN THE M5 VIADUCT AND BLACK RIVER PARKWAY INTERCHANGE

Description:

Basic Assessment and ECO work for the proposed upgrading of Trunk Road 2 Section 1 (M5) between the M5 Viaduct at km 0.84 to the Black River Parkway Interchange at km 2.88.  The proposed project entails the upgrading of the existing carriageway to three lanes per direction, the rehabilitation of the road pavement, improvement of road drainage and lighting as well as safety improvements to the Settlers Way Interchange on-ramp.

Status:

Construction of the first phase of the project was completed in June 2010.  Phase 2 of the project commenced in October 2010 and would entail the addition of a third lane in both directions.  CCA was appointed as the Environmental Control Officer for the duration of the project to monitor compliance with the Environmental Management Plan and Environmental Authorisation.

PROPOSED N2 WILD COAST TOLL HIGHWAY

Description:

EIA for the proposed development of a toll road between the N2 Gonubie Interchange (near East London in the Eastern Cape) and the N2 Isipingo Interchange (south of Durban in KwaZulu-Natal).

Status:

On 19 April 2010 the Department of Environmental Affairs issued a Record of Decision (RoD) on the proposed N2 Wild Coast Toll Highway in terms of section 22(3) of the Environment Conservation Act, 1989 (Act No. 73 of 1989) and Regulations 9 and 10 of the Environmental Impact Assessment (EIA) Regulations (R1183 of 5 September 1997).  The RoD authorised, with conditions, the South African National Roads Agency Limited (SANRAL) to construct "the N2 Wild Coast Toll Road between Gonubie Interchange near East London (Eastern Cape) and the Isipingo Interchange south of Durban (KwaZulu-Natal) (a detailed description and location of the activity is given in the Final Environmental Impact Assessment report dated December 2009)."  

The appeal period on the RoD closed on 19 May 2010.  A total of 49 appeals were lodged against the environmental authorisation.  The Minister of Water and Environmental Affairs duly considered these appeals and on 25 July 2011 dismissed the appeals and upheld the RoD issued on 19 May 2010.
